Once an hour a scheduled job runs the same checks as /api/health and records the result. This page shows that record as it is. An hour with no record is shown as no record, and counts as not up.

What each word means

Up.
The database answered, and the scheduled jobs the site reports on had run recently enough (within three times how often each is meant to run).
Degraded.
The database answered, but a scheduled job was overdue or had been refused.
Down.
The database did not answer, or is not configured.
No record.
No check ran that hour, or it could not write its result. Counted as not up.

What this does not cover

The checks run on the same platform as the site. If the platform itself is down, no check runs and nothing is recorded, so a full outage appears here as hours with no record, never as up. Only a monitor outside the platform could see that case; setting one up is the site owner's decision, and none is set up yet.

One check an hour can miss an outage shorter than an hour. Nothing here measures how fast pages load, whether the catalogue's content is right, or whether any listed server is up.
