Proactive Gate sits between the moment a model produces a message and the moment a user's phone buzzes. It runs ordered checks such as consent, quiet hours and sending caps, then returns either allowed or the check that rejected the message and why. You can replay a day or a week of real candidate messages against a proposed policy to see how many would be sent and why the rest were silenced. By design it needs no server or hosted account and does not read message content.
