Adds Ory to the Codex coding agent. It installs a catalogue of Ory skills, commands that start and stop a local Ory in Docker with a seeded test user, a bundled Ory tool server and a local activity log, with no account or keys needed for that half. An optional second half connects to Ory using details from the Ory Console: Codex and any sub-agents it spawns each get their own identity, and Ory checks whether a tool is permitted before it runs, starting in observe mode where nothing is blocked.
