OpenSkills is a command line installer and loader for agent skills in the SKILL.md format that Claude Code uses, with the same folder layout. It installs skills into your project or home folder, writes the list of available skills into AGENTS.md and gives agents a read command that loads one skill when needed. Any agent that can read AGENTS.md can then use the skills without Claude Code itself, and you can create and install your own.
