UES is a runtime layer inside Pi Agent that sits between the model and your repository and takes over finding files, choosing skills, keeping context small, splitting work and resuming after interruptions. It carries 48 skill contracts, normally activates one to three per task, and hands bounded jobs to specialist agents that start with fresh context. A local verifier, not the model or any advisor, decides whether work is done. It does not change the underlying model's reasoning.

Why it's useful
It moves orchestration, context handling and checking of results out of the model and into runtime code, so the model carries less.
