LoopEngine is a TypeScript runtime for building AI agents, each defined by a system prompt, a set of tools, permission rules and a model, and run through a ReAct loop written as a single function. A create command scaffolds a standalone project with a starter agent and command line and HTTP adapters. A browser admin page shows and edits each agent's skills, tools, rules and secrets, and an ability installs a tool, its skill and its rules in one step.
