Coldstart is a gate that runs before a build agent picks up a ticket. A cheap-tier language model acts as a fresh agent with no prior context and lists each question it would have to ask a human, such as a referenced schema that is not embedded, a vague scope or acceptance criteria that cannot be checked mechanically. No gaps means the gate passes, and any gap fails it and is listed per ticket. Results are cached, and an offline mode checks the ticket schema without calling a model.

Gaps in a ticket are found before it enters the build queue, not after a build agent has started on it.
